A community redevelopment agency may "supercharge the tax base," councilman says.

A Green Cove Springs community redevelopment movement that started - and derailed - in the 1990s may get back on track in 2007.

The City Council is pondering resurrecting its community redevelopment agency, which was created in 1995 to designate a redevelopment area and spur growth through tax-increment financing and economic incentives for developers, among other things.

The residents appointed to the initial seven-member agency board drew up a plan focusing on the downtown area. But the plan, which was to be implemented over 20 years or so, stalled. By 2000, amid management changes at City Hall and membership changes on the City Council, the agency board was disbanded, with the council planning to administer the plan itself.

But in subsequent years the plan got little or no attention.
